I don't know much about it either, but I think the years refer to the birth and death dates of the royals.

Juliana is from 1909 and was sworn in as Queen in 1948. Looks like some kind of commemorative coin.

My suggestion: put them in the catalog with the country "unknown". From time to time I scan these items and may be able to catalog them correctly.
