Only for objects that are difficult to scan (because they are not flat or too large) are photos the best option. You should take this in full daylight, preferably outside. But not in direct sun, because that creates a chance of reflections and shadows. The light must be diffuse (coming from all sides), so that the white background is also illuminated in a balanced manner and you avoid blue cast.
To be able to simulate those conditions indoors with artificial light (and with the specific color balance settings of your camera) you need quite a bit of professional knowledge.
A scanner is indeed much more useful for small flat things.
