Je hebt helemaal gedaan wat mogelijk was. Of het, al dan niet, een Cinderella is, moet iemand ooit maar eens onderzoeken. Mocht er ooit een gebied Palestina - Cinderella komen, zet een beheerder het blok wel op de juiste plek. Ik zou zeggen: goed gedaan.

Voor die landen / Gebieden waar het 'schaduwgebied' met ' - Cinderella' toevoeging nog niet bestaat is er het gebied 'Fantasieland'.

Enkel als het aantal van die items (illegaal, zegel die geen postzegel is, ...) (nog) niet in voldoende mate voorkomen op LD wordt Fantasieland als oplossing gekozen.  Meestal tijdelijk, tot er tientallen items van die soort op LD opduiken.
Omgekeerd: om Fantasieland beheersbaar te houden werden voor de grootste groepen illegale zegels gebieden met toevoeging ' - Cinderella' voorzien.
Jammer voor de naam en faam van het woord cinderella, maar onwetendheid is de boosdoener.
Wie weet wat Cinderella's zijn zal die niet verwarren met illegale of ongeoorloofde uitgiftes.
Voorlopig gebruiken we ' - Cinderella' voor alles wat de schijn geeft een postzegel te zijn, maar het niet is.

Het blok heeft alle kenmerken van een 'Cinderella', van het type 'Illegale uitgifte'.

Palestina is niet een land waar firma's - die vooral illegale uitgiften aanmaken  - zich heeft kunnen 'inkopen' als 'officiële' postdienst.
Da's eerder iets voor Afrikaanse landen waar totaal geen bestuur is, en quasi iedereen zich maar al te graag laat omkopen.  Zoals Congo, Burundi, Djibouti, ...
Daar vind je dergelijke items die (voorlopig) wel als 'officiëel' worden beschouwd, maar dan wel vallen onder de noemer 'ongeoorloofde uitgiftes'.
Voor Angola is dat ook een paar jaar het geval geweest, maar daar heeft de overheid ingezien dat dit enkel maar schadelijk is voor het imago van het land.  Na enkele jaren werd die firma eruit gegooid.  Stamperia heeft er wel in 2018-2019 enkele duizenden uitgiftes die voorlopig 'legaal' zijn (maar ongeoorloofd).  Worden op vandaag nog bijgedrukt om aan de vraag te voldoen;
Djibouti bv. ging in 2012 voor de bijl: de firma die duizenden illegale uitgiftes per jaar produceerde kon zich op een of andere manier plots 'inkopen' en werd zelf 'Officiële Postdienst' van het land.  De uitgaven waren sindsdien niet meer illegaal, maar overduidelijk wel ongeoorloofd.
Landen die honderden zegels, blokken, velletjes, luxevelletjes, ... per jaar uitgeven: daar is meestal kak aan de knikker (er zijn uitzonderingen in de beschaafde wereld).

Volgens mij zijn er in 2017 voor Palestina géén postzegels uitgegeven.  Enkel veel prentjes, met tandjes er rond, en een gomlaagje langs achter.

Dergelijke prentjes worden veel aangeboden, en indien nodig drukt de firma ze telkens opnieuw bij om overal (bij verkopers die ik als oplichters beschouw) de stock op peil te houden.  Ook in 2022 worden illegale uitgiftes van '2007' nog altijd bijgedrukt.  Zo ook voor de ongeoorloofde uitgiftes van Burundi uit 2011, 2012, ...

Ik ga het item verhuizen naar Fantasieland waar het momenteel thuis hoort.

Only if the number of those items (illegal, stamp that is not a stamp, ...) does not (yet) appear sufficiently on LD, Fantasyland is chosen as the solution. Usually temporary, until dozens of items of that kind show up on LD.
Conversely: to keep Fantasyland manageable, areas with the addition ' - Cinderella' were provided for the largest groups of illegal stamps.
Too bad for the name and fame of the word cinderella, but ignorance is the culprit.
Anyone who knows what Cinderellas are will not confuse them with illegal or unauthorized issues.
For now, we'll use ' - Cinderella' for anything that appears to be a postage stamp, but isn't.

The block has all the characteristics of a 'Cinderella' , of the 'Illegal issue' type.

Palestine is not a country where companies - which mainly create illegal issues - have been able to 'buy in' as an 'official' postal service.
That is rather something for African countries where there is no government at all, and almost everyone is only too happy to be bribed. Such as Congo, Burundi, Djibouti, ...
There you will find such items that are (for the time being) considered 'official', but then fall under the heading of 'unauthorized issues'.
This has also been the case for Angola for a few years, but the government has realized that this is only damaging to the image of the country. After a few years, that company was thrown out. Stamperia does have several thousand issues in 2018-2019 that are 'legal' (but unauthorized) for the time being. Still being printed today to meet demand;
Djibouti, for example, went for the ax in 2012: the company that produced thousands of illegal issues a year could somehow suddenly 'buy in' and became the 'Official Postal Service' of the country itself. The expenditure had since ceased to be illegal, but clearly unauthorized.
Countries that issue hundreds of stamps, blocks, sheets, luxury sheets, ... per year: there is usually shit on the marble (there are exceptions in the civilized world).

I don't think any postage stamps were issued for Palestine in 2017. Only many prints, with teeth around them, and a layer of gum along the back.

Such pictures are often offered, and if necessary the company prints them again and again to keep the stock everywhere (at sellers who I consider to be scammers). Also in 2022 illegal issues of '2007' will still be printed. This also applies to the unauthorized issues of Burundi from 2011, 2012, ...

I'm going to move the item to Fantasyland where it currently belongs.
