Items like #2460939 I would rather park in the Stamps section instead of under Fantasyland in the Stamps section.

1. There is little point in putting such items in a rubbish heap called 'Fantasy Land'.
2. You could put them in 'Other' under the 'Tourist Souvenir' item. However, there they would only languish.
3. They are propaganda stamps (in this case for the Olympic winter games) with which you could decorate your letter, on the back. I think you were not allowed to stick it on the front because the front is intended for postage-valid stamps (ie stamps).
Or tourist stamps that were offered en masse at the souvenir stalls.
