The Aramaic alphabet does indeed resemble that of Laos for us Europeans :-)

Nagorno-Karabakh is formally part of Azerbaijan, but de facto an independent republic. Krause's catalog does not list it as an independent country, nor does it include these banknotes. No country in the world recognizes Nagorno-Karabakh.
Here on catawiki we do recognize Nagorno-Karabakh :-D
They are not fantasy banknotes and indeed very special because of the Christian images.
