Empty bottles may certainly be offered. The real collector has old perfume bottles from 1920 or rare in his collection and they are often empty. Even if there is still content in it, it can no longer be used. If you want to use a fragrance you should NOT buy from a collector. There are plenty of perfume shops on the internet where you can get full new perfumes.

In terms of price, old bottles can be very expensive. Depending on the condition of the bottle, label, box and glass. There are glass brands that can be expensive.

I always advise to indicate in the description whether you guarantee the fragrance or not. If you are a collector and you buy up a collection you never know how others have kept the full bottles and you cannot give a guarantee on the fragrance. You are a collector and the content is not important. Otherwise there should be a section for NEW perfume bottles and even that is not 100% certain.
