ah, ok, so you didn't find it either :)  It's not just me then, luckily.

It's certainly not the case with postage stamps. A second image of a stamp can perfectly be placed there, with a label or appendix eg. Outside Israel, additional items of a stamp with only an appendix (tab) are not allowed. If one is found, the item will be deleted after the image has been added to the original as 2nd or 3rd. You are not required to have the seal without a tab if you own one with.
Or with se-tenant versions where the order is different. Also there, that version may not be the 2nd item in the catalog, but it may be the 2nd image of the other order. If you understand what I mean (I mean what you understand).

You write this in the general forum, while you probably refer to the Comics section.
The Comics Handbook says:

So in principle always the pros and cons back side of the same item at the same time. There are exceptions if a front or back of your copy is much worse (or gone) than of the item already present.
Before such a (single) image is rejected, please ask whether you want to replace both images.

Because 99% of people don't know this and so they don't realize why their image is being disapproved. There's nothing wrong with asking them to replace both images first.

NOT from the same album.
I also find it logical that I do not add a back cover of a second edition to a front cover of a first edition.
But with magazines this probably can't be a problem, because who ever heard of a second edition of Spirou 1125

There is also a misprint of ZozoLala 13, in which the middle section is folded in the wrong order. I seem to remember that the rejected edition ended up in the strip bag of Het Stripschap.
