I have two action figures from Bend-Ems (JustToys) in closed blister packaging, and that package also contains limited edition trading cards.
They are: The Emperor (item # 12455) and Yoda, the Jedi Master ( item # 12415).

Does this belong under Figures or under Trading Cards?

You look at what the item contains in the first instance and you enter it in that section, so a figure in this case. Under Details you can state that trading cards were included as an attachment. If they were only there temporarily, you should also mention that fact.

You can also enter those trading cards as separate items in the trading cards section. If they were ONLY available with this figure, you might want to mention that with those trading cards.
