From an article by A. van der Meij in Ons Weekblad of September 1920:

"Shortly after 1875, a number of states founded the general postal association, to which almost all states in the world had joined before the war. This association held a postal congress every two years in various places around the world. Various new matters were introduced at these congresses. for example, money orders, uniforms, postage for letters and postcards all over the world, postal parcel services and settlement packages.”

The Algemeene Postvereeniging is therefore NOT a publisher. Therefore, it is not clear to me why this term is filled in by some (or all?) in the boxes for publisher. Is there a good reason for that?
