1. Transferring or deleting largely starts (initiated) by a user. If it puts 'DUPLICATION of: unauthorized item' in the title, it will be removed.
Put it in an empty field 'WRONG SECTION: to nnnnnnnnnnnnn' (with nnnnnnnnn = the section where it should go), then it will be moved.

2. When quickly deleting (newly added item), a message is in principle sent to the adder. The responsible administrator usually provides a brief explanation.
When transferring to another section, the adder can only determine this by chance. Removing sometimes offers advantages (then the user knows something and can take this into account for subsequent additions).

3. As mentioned, only 2 super-super-admins can transfer items. A labor-intensive job, where the most crucial fields in the receiving section are not filled in. Since the original adder is not aware of any harm, that item remains there until someone happens to notice it (to modify and/or add the necessary data).
An administrator can actually delete (if limited 'following', for example newly added items). In principle, a message (with additional explanation from the responsible administrator) is automatically sent to the adder.
If the following is not limited, only a super administrator of that section can merge it with the 'DELETE' item. There is no provision for automatically sending a message.

I think removing it asap (with automatic message) is the best solution.

In certain circumstances, e.g. in consultation with the adder, transferring is okay. If the original adder then updates the necessary data in that item in that new section.

If a user simply places 'WRONG SECTION' in an (empty) field of an item, it cannot be transferred. It should really be stated to which section it should be moved.
If it is not listed, removal is usually the only solution.
