Mevrouw-A There is no country name on the stamp shown. This is probably why it is not a postage stamp, but a closing stamp or savings stamp that has either been misused as a stamp or has been accidentally canceled.

The last word on the seal "Prijepolje" could indicate the place of the same name of a town in Serbia. If I translate the rest of the text from Serbian with Google Translate, it says:

I searched for something close last night...

I think you are right Helv : a Seal. A kind of charity stamp that was sold to raise money for a 'good' cause.
Seals were normally stuck on the back of a cover, because they are not valid for postage.
A 'good' postal worker stamped that back;
It sometimes happened that a closing seal was glued to the front, next to the franking stamps (postage stamps). Then of course it was stamped. A postal item could be refused because of seals on the front of a cover. That depended on the degree of goodwill of the postal worker.

Jul stamps (charity stamps from Scandinavian countries), on the other hand, were allowed on the front of a cover. The only exception to my knowledge. That is why we include those JUL stamps, as an exception, in the 'Stamps' section and not in 'Seal stamps'. Because of that remarkable difference, there is also a much greater passion for collecting Jul stamps among stamp collectors. And pre-print albums of those countries were usually provided with sheets for those things.
However, Jul stamps are not valid for postage, which is why they are listed in the stamp section in an area with the addition ( - Cinderella).
