No, with Scott the numbering continues. The 4 stamps 791#794 and the block 795.

And additionally regarding the perforation ...

In Scott: perforation 14, because it rounds it off like this.
In Michel: perforation 14 1/4, because it rounds it off like this.
Each catalog, and every individual, can determine for itself the rules that are applied to measure perforation and display.

Depending on who registers the item (and measures the perforation) you can also have a different, correct perforation here. There are no rules for it on LD.
Whoever owns the item, measures the perforation himself and rounds it to half (like Dick) will ever change it to 14.

And after that, whoever owns it and nameet - but rounds up to a quarter - will put it back to 14 1/4.

And then ...

Suppose I decide for myself that a 'started tooth' counts for a full, then it is perforation 15.  Who will argue that it is wrong?

Raoul62 partly on- and partly off-topic. I am now also the lucky owner of a perfotronic (it was either that or reading glasses...). It strikes me that electronically it is often just 1/4 higher than the catalog (usually Michel). Is that also your experience, or am I not doing something quite right yet.

The Perfotronic measures to the nearest quarter. That is one way of measuring. Traditionally, every catalog has its own method of calculation and rules for rounding or rounding.
Now I must say that there are catalogs that do not measure the perforation itself, but make a 'trick'.
Both the OBP as Michel eg. for Burundi (the exaggerated issue years) usually always use the same perforation, which is not correct.
In principle, perfotronic is always correct.

The basic rule for measuring the perforation is still always count tops and holes 'per 20 mm'. Hence the formula, in which the proper measurement of a seal (including the tips of the perforation) is important.
